Summary of Change.

Volume 12, Chapter 2, Section 3, Part 129 Part A Operations Specifications.

Volume 12, Chapter 2, Section 4, Part 129 Part B Operations Specifications—En Route Authorizations and Limitations.

Volume 12, Chapter 2, Section 5, Part 129 Part C Operations Specifications–Airplane Terminal Instrument Procedures and Airport Authorizations and Limitations.

Volume 12, Chapter 2, Section 7, Part 129 Part H Operations Specifications Helicopter Terminal Instrument Procedures and Airport Authorizations and Limitations.

Explanation of Policy Changes. This change incorporates new information into Volume 12, Chapter 2:

Section 3. This change decommissions Operations Specification (OpSpec) A014, Special En Route Operations in Class G U.S. Airspace; OpSpec A023, Procedure for Determining Operations During Ground Icing Conditions; and OpSpec B031, VFR and IFR En Route Limitations and Provisions, and amends OpSpec A003, Aircraft Authorization.

Section 4. This change removes OpSpec B034 and amends OpSpec B035 for Title 14 of the Code of Federal Regulations (14 CFR) part 129 foreign air carriers.

Section 5. This change includes minor editorial updates to OpSpec C063; revises OpSpec C083 to clarify policy on foreign air carriers aircraft swaps and additional authorizations while the State of the Operator of the foreign air carrier remains in IASA Category 2; and revises OpSpec C384 to harmonize the OpSpec and related guidance with new terminology, update for RF leg capability, tailor inspector guidance to international operators, address reorganization, improve data collection, and application/template development.

Section 7. Part 129 Part H Operations Specifications—Helicopter Terminal Instrument Procedures and Airport Authorizations and Limitations. This change updates guidance for principal inspectors (PI) with responsibility for the issuance, amendment, and oversight of OpSpecs for 14 CFR part 129.
