Summary of Change.

Volume 3, Chapter 47, Section 1, Evaluating an Operator’s/Applicant’s Weight and Balance Control Program;

Volume 3, Chapter 47, Section 1, Safety Assurance System: Evaluating a Certificate Holder’s/Applicant’s Weight and Balance Control Program;

Volume 6, Chapter 2, Section 5, Conduct Ramp Inspection on Cargo Loading (Including Part 125); and

Volume 6, Chapter 2, Section 5, Safety Assurance System: Conduct a Random Inspections (Ramp) Inspection on Cargo Loading (Including Part 125).

Explanation of Policy Changes. This change incorporates new information into Volume 3, Chapter 47, Section 1 (Non-SAS); and Volume 6, Chapter 2, Section 5 (Non-SAS) in response to a recent aircraft accident involving a part 121 major air carrier transporting heavy military vehicles, known as “special cargo” loads. AFS-300 has added language to current guidance regarding the operator’s Weight and Balance (W&B) control program and procedures for cargo restraint and aircraft loading; unit load devices (ULD) and restraint devices; and the transport of special cargo.
