National Policy

Summary of Change. Volume 3, Chapter 18:

Section 4, Part B Operations Specifications—En Route Authorizations and Limitations;

Section 5, Part C Operations Specifications—Airplane Terminal Instrument Procedures and Airport Authorizations and Limitations; and

Section 7, Part H Helicopter Terminal Instrument Procedures and Airport Authorizations and Limitations.

Explanation of Policy Changes. This change incorporates new:

Information into Volume 3, Chapter 18, Section 4, Part B Operations Specifications—En Route Authorizations and Limitations, operations specification (OpSpec) B035, to reflect recent updates to ICAO Document 9613, Performance-Based Navigation (PBN) Manual. A new Required Navigation Performance (RNP 2) is introduced for Class I domestic airspace.

Information into Volume 3, Chapter 18, Section 4. This change updates guidance in operations specification (OpSpec)/management specification (MSpec)/letter of authorization (LOA) B036 regarding Required Navigation Performance (RNP) 2 for oceanic and remote operations, crew training and procedures to verify correct RNP value prior to entering Oceanic and Remote Continental airspace, the bundling concept, Advanced RNP (A-RNP), and RNP aircraft compliance.

Information into Volume 3, Chapter 18, Section 5. It revises OpSpecs/MSpecs/LOAs C063 and C384 to address changes in Performance‑based Navigation (PBN) authorization bundling concepts, Advanced RNP, and RNP aircraft compliance.

HSpec H123 into Volume 3, Chapter 18, Section 7. This change introduces RNP 0.3 and Advanced RNP rotorcraft operations to the national airspace system, provides new terminal instrument procedures (TERPS), and defines methods of RNP rotorcraft compliance.
