16.                            Aeroplane performance operating limitations

Annex 6, Part 1, Chapter 5

5.2        Applicable to large aircraft

5.2.3     Aeroplane shall be operated in compliance with its airworthiness certificate and within approved operating limitations contained in its flight manual.

5.2.5/5.2.6 No flight may begin unless takeoff performance and limitations are met

5.2.7     Mass limitations—the mass and balance must have been proved within limitations for:

a. Start of takeoff
b. Not exceed maximum takeoff mass
c. Not exceed maximum landing mass

17.                            Aeroplane instruments, equipment, and flight documents

6.1        General

6.1.2     The aeroplane shall carry a certified true copy of the AOC

NOTE: If the State of Operator’s language is not English, an English translation must be included.

6.1.3     MEL shall be included in the operations manual

6.1.4     AOM shall be provided for each aircraft with normal,

abnormal, and emergency procedures

6.2        All aeroplanes on all flights

6.2.2     Aeroplane shall be equipped with:

a. Adequate medical supplies
            1. One or more first aid kits
            2. Passenger seating of 250 or more one universal precaution kit
            3. Passenger seating of 100 or more with flights two hours or longer a      doctor’s medical kit
b. Portable fire extinguishers located:
            1. Cockpit
            2. Each passenger compartment separated from the flightcrew
c. A seat for each passenger with:
            1. Seat belt for each seat
            2. Safety harness for each flight crew seat
d. Passenger briefing card (or other means accepted by the State of Operator) that instructs the passengers to:
1. When to fasten seat belts
2. When and how to use oxygen
3. Smoking restrictions
4. Location and use of floatation devices, and
5. Location and method for opening emergency exits

6.3        Flight data recorders and aircraft data recording systems

            When listed as part of the aeroplane certification, these must be operational.

6.5        All aeroplanes over water

6.5.2     Land aeroplanes
6.5.2.2  One floatation device for each person on board
6.5.3     All aeroplanes on long-range over-water flights
6.5.3.1  The following shall be installed:
            1. Life rafts
            2. Pyrotechnic distress signals described in Annex 2

            Quick donning masks for flightcrew, passenger drop-down masks, and portable bottles for flight and cabin crew.

6.9.2     Aeroplanes over 12,500 pounds shall have emergency power supply for electrically-operated attitude indicating equipment

6.15      Aeroplanes required to be equipped with Ground Proximity Warning Systems (GPWS)

6.15.2   All turbine aeroplanes in excess of 15,000 kg (33,000 pounds) or 30 or more passengers shall be equipped with a forward looking terrain avoidance GPWS

6.16      Cabin crew seats

Aeroplane shall be equipped with forward or rearward cabin crew seats fitted with safety harness.

6.18      Aeroplanes required to be equipped with an Airborne Collision Avoidance System (ACAS )

6.19      Requirements for pressure-altitude reporting transponders

6.19.1   All aeroplanes shall be equipped in accordance with Annex 10, Volume IV

18.                            Communication equipment

7.1        Communication equipment

            7.1.1     An aeroplane shall be provided with radio equipment capable of:

            1. Two-way radios
            2. Ability to receive meteorological information any time during flight
            3. Conduct two-way radio communication any time during flight

7.2        Navigation equipment

7.2.1     Aeroplane will have equipment able for it to proceed:
1. Fly its flight plan
2. Fly requests of ATC
7.2.3     For flights in minimum navigation performance specification (MNPS):
1. Displays adherence or deviation from track to the degree of accuracy required; and
2. Has been authorized by the State of Operator
7.2.4     For flights in Reduced Verticle Separation Minimum (RVSM):
1. Shall have equipment capable of:
            a. Indicating flight level
            b. Automatically maintaining selected flight level
            c. Provide an alert when deviation not exceeding 90 m/300 feet; and
            d. Shall demonstrate a vertical navigation performance in accordance       with Annex 4

19.                            Recent experience

9.4.2     Cruise pilot

9.4.2.1  No pilot may act as a cruise pilot unless within the last 90 days:
1. Acted as PIC on same type
2. Has had recurrent/currency training in normal, abnormal, and emergency procedures

9.4.3     PIC area, route, and aerodrome qualifications

9.4.3.2  A pilot can not act as PIC unless he has demonstrated knowledge of:
1. Route and aerodrome to be used
2. Flight path over populated areas and areas of high traffic density, obstructions, physical layout, lights, approach aids and arrival, departure, holding, and instrument procedures with applicable operating minima
9.4.3.3  PIC shall have made an actual approach into each aerodrome of landing   on route with a qualified pilot

9.5        Flightcrew equipment    

Flightcrew must have spare set of correcting lenses, if applicable.

9.6        Flight, duty, and rest periods for fatigue management

            The State of Operator shall establish regulations specifying the limitations applicable for flight, duty, and rest periods.

Operators shall maintain and implement changes made mandatory by the State of Operator.

13.2.1   Crew compartment door shall be capable of being locked and a plan shall be provided for discreet notification to flight crew of suspicious activity or security breaches in the cabin.
13.2.2.  Flightcrew door capable of resisting penetration of small arms fire, grenade shrapnel, and intrusion by unauthorized persons.  Door must be able to be locked and unlocked from either crew’s station.
