TASK DESCRIPTION:

 

Ensure the Certificate Holder’s Hazardous Materials/Dangerous Goods Program meets the requirements in the relevant elements of 49 CFR and FAA policies, including System Safety Attributes when applicable.  Identify and document any deficiencies in the Certificate Holder’s Hazardous Materials/Dangerous Goods Program and ensure those deficiencies are corrected prior to program approval.

 

 

SUBTASK 1:

 

Review the Certificate Holder’s submission and forward to the Regional Hazardous Materials Branch Manager (HMBM).

Objective / Skill:

Performance: 

Forward Certificate Holder’s submission to the HMBM.

Conditions:

Proposed Hazardous Materials/Dangerous Goods Program.

Standards:

IAW FAA Order 8900.1, Vol. 2, Chap. 2, Sec. 6.

Knowledge:

·              Know and Understand the Guidance and Policy contained in FAA Order 8900.1, Vol. 2, Chap. 2, Sec. 6.

 

 

SUBTASK 2:

 

Review the HMBM’s recommendation(s).

ELEMENT 2.1:

 

If recommended by the HMBM, approve the Certificate Holder’s Hazardous Materials/Dangerous Goods Program.

Objective / Skill:

Performance: 

Complete approval process in accordance with current guidance.

Conditions:

Using the HMBM recommendation.

Standards:

IAW FAA Order 8900.1, Vol. 2, Chap. 2, Sec. 6.

Knowledge:

·              Know and Understand the Guidance and Policy contained in FAA Order 8900.1, Vol. 2, Chap. 2, Sec. 6

 

If not approved by the HMBM, ensure that identified deficiencies are corrected prior to program approval.

Forward HMBM deficiencies to the Certificate Holder for corrective action.

SUBTASK 3:

 

Determine that the Certificate Holder’s manual contains the Controls, Process Measurements, Interfaces, and Management Responsibility and Authority Attributes.

ELEMENT 3.1:

 

Review the Certificate Holder’s manual to determine that the Controls, Process Measurements, Interfaces, and Management Responsibility and Authority Attributes have been incorporated into their manual(s).

Objective / Skill:

Performance: 

Review the Certificate Holder’s manual for controls required in SAI 3.1.12, Sec. 2, Sec. 3, Sec. 4, and Sec. 5.

Conditions:

Using ATOS DCT SAI 3.1.12

Standards:

IAW SAI 3.1.12, Sec. 2, Sec. 3, Sec. 4, and Sec. 5.

Knowledge:

·        Know how to apply the Attributes in SAI 3.1.12.

·        Understand the Guidance and Policy contained in FAA Order 8900.1, Vol. 10.

ELEMENT 3.2:

 

Ensure identified deficiencies are corrected.

Objective / Skill:

Notify Certificate Holder of deficiencies requiring correction.

Corrections must meet System Safety Controls Attribute and FAA Order 8900.1, Vol. 10.

SUBTASK 4:

 

Approve and authorize the Certificate Holder’s Hazardous Materials/Dangerous Goods Program.

Objective / Skill:

Performance: 

Review the final approval guidance.  Issue initial approval letter.

Completed documentation.
