Comments:

Type validation is a special form of aircraft certification used to establish compliance of a foreign manufactured aircraft with U.S. airworthiness standards.

During the type validation process, AEG operations inspectors assigned to the aircraft provide operational expertise to the foreign aircraft manufacturer. Their primary goal is to assure that the aircraft is “Operationally Acceptable/Suitable” for U.S. operations in accordance with the Operational Rules of Title 14 of the Code of Federal Regulations (14 CFR).

Some Foreign Civil Aviation Authorities (FCAAs) have different operational requirements. An inspector should be prepared to address these differences and be able to provide information from appropriate 14 CFR sections.

SUBTASK 2:

Meet with the Directorate

The Aircraft Directorate will schedule a meeting with the AEG.

Conditions:

Conference room.

Standards:

Timely appearance at the meeting and ability to take detailed notes.

Knowledge:

Time and place of meeting.

 

 

ELEMENT 2.1:

Receive information on the project.

 

Objective/Skill:

Performance:

Receive and record detailed information on the aircraft as it pertains to operations.

Conditions:

Computer or note pad.

Standards:

Information must be gathered and presented in a clear and concise form.

Knowledge:

Full understanding of any issues on the project.

 

 

SUBTASK 3:

Joint meeting with the manufacturer, Directorate, and FCAA

 

Objective/Skill:

Performance:

A general familiarization meeting will be scheduled with the aircraft manufacturer, Directorate, AEG, and others. The meeting will normally take place in the manufacturer’s conference room, where details of the aircraft will be presented.

Conditions:

Email, telephone.

Standards:

Finalize meeting date(s), time(s) and place(s).

ELEMENT 3.1:

Provide operational information

Questions may be fielded regarding operational issues and airman certification issues.

ELEMENT 3.2:

Provide Flight Standardization Board information

Describe the elements of a Flight Standardization Board (FSB). The project may or may not result in the AEG conducting an FSB evaluation of the aircraft.

AEG processes and FSB JTA.

Standards:

Communicate clearly the requirements of a FSB.

Knowledge:

Thorough understanding of the FSB process.

 

 

ELEMENT 3.3:

Provide Flight Operations Evaluation Board information

 

Objective/Skill:

Performance:

Describe the elements and procedures of a Flight Operations Evaluation Board (FOEB). The project may or may not result in the AEG conducting an FOEB evaluation of the aircraft.

Conditions:

AEG processes and FOEB JTA Task

Standards:

Communicate clearly the requirements of an FOEB.

Knowledge:

Thorough understanding of the FOEB process.

 

 

SUB-ELEMENT 3.3.1:

Proposed Master Minimum Equipment List (PMMEL).

 

Objective/Skill:

Performance:

The manufacturer usually has prepared and submitted a PMMEL. If not, then the operations inspector will describe the MMEL process to the manufacturer.

Thorough knowledge of the MMEL process.

 

 

SUBTASK 4:

Perform operational acceptability/suitability flight evaluations

The AEG may perform familiarization flights to determine operational acceptability/suitability.

Conditions:

In aircraft. FAA Orders 8110.4 and 8110.52

Standards:

Thorough and complete evaluation of aircraft operational issues.

Knowledge:

Aircraft performance, flight characteristics, operational qualities, equipment operations, operational limitations, procedures and information for compliance with operational acceptability/suitability requirements.

 

 

SUBTASK 5:

Communicate operational suitability findings.

 

Objective/Skill:

Performance:

Communicate operational suitability findings through aircraft certification to the manufacturer.

Distribution should be in accordance with AEG office policy.
