This task entails gathering, investigating, analyzing, and distributing information on aircraft accidents. Of particular interest to AEG Operations Inspectors are possible inadequacies of Operating Rules; MEL Relief; Crewmember Training, Checking or Currency, Operating Procedures and Checklists, as well as questions of Continued Aircraft Airworthiness and Design Deficiencies.

The ultimate objective of this task is to assure that appropriate corrective actions are implemented to prevent recurrence of similar accidents.

TASK DESCRIPTION:

Provide expert consultation in support of Accident Investigations; analysis, gathering, investigating, analyzing, and distributing information on aircraft accidents as well as development and implementation of corrective action related to assigned aircraft.

 

SUBTASK 1:

Create AEG record.

SUBTASK 2:

Determine AEG operational concerns and responsibilities.

 

Objective/Skill:

Performance:

Determine whether the facts, conditions and circumstance of the reported Accident indicate that it may be necessary to make additions or amendments to the MMEL, FSB specifications for crewmember training, checking and currency, procedures and/or checklists.

ELEMENT 2.1:

Determine need for change to MMEL

 

Objective/Skill:

Performance:

Determine whether aircraft involved in accident was operating In accordance with MMEL relief. Determine need for changes to MMEL, including modifying or deleting affected provisos, as necessary.

ELEMENT 2.2:

Determine need for change to FSB requirements

 

Objective/Skill:

Performance:

Determine whether aircraft involved in accident requires modifications to crewmember training, checking and/or currency. Amend FSB Report, as necessary.

ELEMENT 2.3:

Determine need for change to operating procedures and/or Aircraft Flight Manual.

 

Objective/Skill:

Performance:

Determine whether aircraft involved in accident requires modifications to Aircraft Flight Manual, checklists, and/or operating procedures. This activity may involve coordination with Aircraft Certification in AD action to amend AFM Limitations.

Conditions:

Workstation or office environment. It may also be necessary to undertake FSB observation, or evaluations of crew performance in simulators, or aircraft.

Standards:

In accordance wwith AEG Office practices, Order 8020.11, Order 8900.1, Order 8430.21, Order 8100.5, Order 8110.4, Order  8110.52, and AC 120-53.

Knowledge:

Understanding of AEG responsibilities for operational suitability.

 

 

SUBTASK 3:

Coordination with Aircraft Certification

 

Objective/Skill:

Performance:

1. Make initial assessment of whether accident may have involved faulty product design; component failure, malfunction, defect, or adverse operational characteristics.

2. Communicate this information to aircraft certification.

3. Collaborate with aircraft certification, as necessary in appropriate corrective action such as an SCR or AD.

Determine whether the facts, conditions and circumstances of the accident warrant the need for possible FAA actions. Recommended actions may include:

    Safety Recommendation to AAI-100,

    Coordination with AFS-200 in the development and issuance of a Safety Alert for Operators (SAFO),

    Information for Operators (INFO);

    Coordination with Aircraft Certification in the development and issuance of a Special Airworthiness Information Bulletin (SAIB).
