The purpose of this process is to provide operational system safety oversight and technical analysis for FAA ATO by analyzing construction of a proposed obstacle for its impact on operational safety in accordance with FAA Orders 8260.19, and 7400.2.

Tasks

Every obstruction that meets part 77 notice requirements must be reported to the FAA (generally via the iOE/AAA website). As part of this process, AFS is notified as necessary to perform operational impact evaluations. The proposal is processed in the agency’s on-line (internet) OE/AAA program iOE/AAA.

8.1. Receive obstruction evaluation from FAA ATO and determine whether it has any operational safety impact on flight operations and, when requested, comment on marking and lighting.

8.2. Provide technical evaluation to FAA ATO on the extent of the impact on flight operations and, when requested, comment on marking and lighting.

8.3. When circularized to Flight Standards, provide comments on operational safety.

5.8: Obstruction Evaluation (OE)

Task 5.8.1: Receive Obstruction Evaluation from FAA ATO and Determine Whether it has Any Operational Safety Impact on Flight Operations and, When Requested, Comment on Marking and Lighting.

Purpose

The purpose of this task is to determine how this obstruction affects flight operations and how marking and lighting can assist as a safety mitigation measure.

Notice of proposed construction or alteration from ATO/OES in the iOE/AAA system.

Output

A determination of the obstruction’s impact on flight operations and marking and lighting recommendations from the AWO
