TASK DESCRIPTION:

To Certificate a Part 145 Repair Station Located Outside the Territories of the United States

 

SUBTASK 1:

Phase 1 Preapplication

Initial Inquiry

Objective/Skill:

Performance:

1.   Receive initial inquiry regarding certification, renewal or amendment of a repair station certificate on FAA Form 8400‑6, Preapplication Statement of Intent (PASI)

2.   Review applicable regulations, guidance, and definitions applicable to repair stations

3.   Schedule a Preapplication meeting with the applicant

4.   Record PASI information into the Certification Services Oversight Process (CSOP) sharepoint

Conditions:

Review the guidance and policy contained in:

FAA Order 8900.1,

Volume 1, Chapter 3, Section 1, 2, 3, 4;

Volume 2, Chapter11, Sections 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13;

Volume 11, Chapter 13, Section 1 (CSOP); and

AC 145‑9; and AC 145‑10

Standards:

ASI will be able to interpret and apply the regulations and guidance required to perform the task.

SUBTASK 2:

Phase 1 Preapplication

Conduct Preapplication Meeting

Objective/Skill:

Performance:

1.   Review PASI form and update CSOP status with acceptance or rejection of the PASI.

2.   For renewal or amendment: review certificate holder's repair station and quality control manual; review office file or coordinate with CHDO for outstanding issues and areas requiring special emphasis.

3.   Office management assigns a Certification Project Team (CPT) and a Project Manager (CPM)

4.   Schedule and conduct a Preapplication meeting with the CPT and the applicant’s key personnel

5.   Obtain a precertification number from AFS‑620

Conditions:

In accordance with FAA Order 8900.1, Volume 2, Chapter 11, Section 1

Standards:

CPM conducts the preapplication meeting and explains the certification process to the applicant. Explains the documents required to be submitted with the formal application

Phase 2 Formal Application

Phase 2 ‑Formal Application

2.   Send letter of acceptance or rejection to applicant

3.   Update the certification progress in CSOP, as required

CPM conducts the Formal Application meeting and notifies the applicant of certification status

SUBTASK 5:

Phase 3 Design Assessment

Objective/Skill:

Performance:

1.   Review application package for regulatory requirements.

2.   Review compliance statement, manuals, procedures, programs and forms utilizing SAS ED DCTs.

3.   After all manuals and procedures are found acceptable, schedule the facility inspection

Conditions:

In accordance with FAA Order 8900.1, Volume 2, Chapter 11, Section 3

Standards:

CPM and certification team completes the review of all documents submitted by the applicant

Knowledge:

    Understand the Guidance and Policy contained in the above‑mentioned FAA Orders

    Understands Part 145 regulations and assigned responsibilities, ability to apply the tasks sensibly and efficiently.

    When inspecting the documents, the aviation safety inspector (ASI) should determine which items apply, based on the complexity of the facility and the level of ratings.

SUBTASK 6:

Phase 4 ‑ Performance Assessment

Objective/Skill:

Performance:

1.   Coordinate inspection with the applicant and plan the review

2.   Perform facility inspection; observe and monitor the maintenance organization, processes, and recordkeeping for the requested ratings utilizing SAS EP DCTs.

3.   Analyze the results of the inspection.

Conditions:

In accordance with FAA Order 8900.1, Volume 2, Chapter 11, Section 4

Standards:

CPM and certification team completes the assessment of the applicant and analyzes the results to recommend or deny issuance of the air agency certificate.

Knowledge

    Understand the Guidance and Policy contained in the above‑mentioned FAA Orders

    Understands Part 145 regulations and assigned responsibilities, ability to apply the tasks sensibly and efficiently.

    Fully understand all the Volume 6 Chapter 9 inspection requirements

SUBTASK 7:

Phase 5 Administrative Functions

Objective/Skill:

Performance:

1.   CPM determines that the applicant is fully capable of fulfilling the responsibilities contained in Title 49 of the United States Code and will comply with Title 14 of the Code of Federal Regualtions in an appropriate manner

2.   Obtain evidence that the fee prescribed by 14 CFR Part 187 has been paid

3.   Prepare and issuance of FAA Form 8000‑4, Air Agency Certificate

4.   Prepare and issuance of Operations Specifications

5.   Complete the Certification Report

Conditions:

In accordance with FAA Order 8900.1, Volume 2, Chapter 11, Section 5, and 6; Volume 3, Chapter 18, Section 10 (OpSpecs)

Standards:
