2.                   Establish a certification file; ensure file contains all pertinent information

3.                   Review any previous correspondence with applicant; check for previous violation history of applicant and/or instructors

4.                   Review proposed curriculum and instructor qualifications; ensure curriculum contains all maintenance items required by regulations
