2.         Select or solicit candidate(s)

            2.1        Verify that candidate meets general criteria

            2.2        Verify that candidate meets experience criteria

            2.3        Query Integrated Safety Information System (ISIS) for information related to candidate

6.                                    Practical Test of candidate with inspector acting as an applicant

8.         Determine results of candidate administered tests
