OpSpec/MSpec/LOA C063, Area Navigation (RNAV) and Required Navigation Performance (RNP) Terminal Operations

1.    Purpose of This Notice. This notice advises all principal inspectors (PI) and other assigned aviation safety inspectors (ASI) of updated guidance in Federal Aviation Administration (FAA) Order 8900.1, Flight Standards Information Management System (FSIMS), operations specification (OpSpec)/management specification (MSpec)/letter of authorization (LOA) C063/MC063, Area Navigation (RNAV) and Required Navigation Performance (RNP) Terminal Operations. It provides guidance to authorize Title 14 of the Code of Federal Regulations (14 CFR) parts 91, 91 subpart K (part 91K), 121, 125 (including the 125 Letter of Deviation Authority (LODA) A125 holders (125M)), and 135 operators to conduct operations using 14 CFR part 97 U.S. instrument flight rules (IFR) terminal Area Navigation 1 (RNAV 1) and/or Required Navigation Performance 1 (RNP 1) departure procedures (DP), RNAV 1 and/or RNP 1 routes, RNAV 1 and/or RNP 1 Standard Terminal Arrival Routes (STAR) in the National Airspace System (NAS), and/or tailored arrivals (TA). (For 14 CFR part 129, see Order 8900.1, Volume 12, Chapter 2, Section 5.) This notice also announces a revision to all C063 templates. This is a nonmandatory revision. The current template will remain valid and will only need to be updated when one of the following occurs:

·    The certificate holder/operator/program manager needs to make a change to the aircraft or systems on the template, or

·    The certificate holder/operator/program manager applies for RNP 1 or TA authorization.

2.    Audience. The primary audience for this notice is certificate-holding district office (CHDO) and Flight Standards District Office (FSDO) PIs and ASIs. The secondary audience includes Flight Standards Service (AFS) branches and divisions in the regions and in headquarters (HQ).

4.    Background for RNAV 1 and RNP 1 Operations. OpSpec C063 was originally published to authorize certificate holders/operators/program managers to conduct RNAV 1 DPs and STARs. OpSpec C063 is being revised to reflect RNP 1 terminal operations (DPs and STARs) and incorporates additional guidance on radius to a fix (RF) curved path qualification requirements and TAs.

5.    Guidance. The Flight Technologies and Procedures Division (AFS-400) developed this notice. This notice contains the following:

·    The sample OpSpec C063 template in Appendix A applies to part 121.

·    The sample OpSpec C063 template in Appendix B applies to part 125.

·    The sample OpSpec C063 template in Appendix C applies to part 135.

·    The sample OpSpec C063 template in Appendix D applies to part 121/135.

·    The sample MSpec C063 template in Appendix E applies to part 91K.

·    The sample LOA C063 template in Appendix F applies to part 91.

·    The sample LOA C063 template in Appendix G applies to part 125 LODA A125 holders (125M).

6.    Action. PIs should review their certificate holder’s/operator’s/program manager’s OpSpecs/MSpecs/LOAs and reissue OpSpec/MSpec/LOA C063, if appropriate.

5.    Responsible Person. The responsible person for crew operations may be either an agent for service (who must be a U.S. citizen) or a person who is a U.S. citizen or who holds a U.S. pilot certificate and accepts responsibility for complying with the stated regulations by signing this document.
