TSpecs C075, C175, C176, and C177, Circling Approach Procedures

 

1.    Purpose of This Notice. This notice provides revised guidance to Federal Aviation Administration (FAA) offices and inspectors with oversight of training centers conducting operations under Title 14 of the Code of Federal Regulations (14 CFR) part 142. This notice amends the template for part 142 Training Specification (TSpec) C075, Circling Approach Procedures, and introduces the following new TSpec templates: C175, Circling Approach Procedures (Continued from C075); C176, Circling Approach Procedures (Continued from C175); and C177, Circling Approach Procedures (Continued from C176).

2.    Audience. The primary audience for this notice is Flight Standards District Offices (FSDO), International Field Offices (IFO), Training Center Program Managers (TCPM), Fleet Training Program Managers (FTPM), and other field office personnel with oversight responsibility for training centers issued TSpecs under part 142. The secondary audience includes Flight Standards (AFS) branches and divisions in the regions and in headquarters (HQ).

4.    Explanation of Policy Changes. TSpec C075 is issued to authorize circling approach procedures for use in specific flight simulation training devices (FSTD). For some certificate holders, this can result in a large amount of information being listed in this one TSpec. This is particularly true where training centers have merged. Issues have been reported regarding C075 that indicate a limitation in the amount of information that can be processed on one TSpec. The Air Transportation Division (AFS-200) has revised the C075 template for part 142 and developed three new TSpecs, as follows:

a.    TSpec C075. Minor editorial changes have been made in the interest of clarity.

b.    New TSpecs C175, C176, and C177. TSpecs C175, C176, and C177 have been introduced as continuations of the C075 authorization. To avoid potential processing issues, C075 and each of the three new TSpecs should not exceed 40 pages. The new TSpecs must be used in sequential order. Issue the next sequential TSpec at or before reaching the 40-page limit for the preceding TSpec.

5.    Guidance. This notice contains the following:

    The sample TSpec C075 template in Appendix A applies to part 142.

    The sample TSpec C175 template in Appendix B applies to part 142.

    The sample TSpec C176 template in Appendix C applies to part 142.

    The sample TSpec C177 template in Appendix D applies to part 142.

6.    Action. This is a mandatory change affecting TCPMs with responsibility for the issuance, amendment, and oversight of TSpecs for part 142 training centers. TCPMs must review all C075s issued to the training centers for which they have oversight. TSpec C075s that are incomplete due to the processing limitation described above must be reissued using the revised TSpec C075 in combination with C175, C176, and C177, as necessary, to completely list the circling approach procedure authorizations. This must be accomplished within 90 calendar‑days of the effective date of this notice.

a.    Page Limit. If a training center’s TSpec C075 will exceed 40 pages, continue by completing and issuing TSpec C175. If C175 reaches 40 pages, complete and issue C176. If C176 reaches 40 pages, complete and issue C177.

b.    List of Circling Approaches. Each successive TSpec should reach 40 pages in length before you use the next sequentially-numbered TSpec. However, you should ensure that the complete list of circling approach procedures authorized for a specific FSTD appears in one TSpec. Do not allow a list of circling approaches for one specific FSTD to “break” across these circling approach procedure TSpecs. This may result in some issued TSpec paragraphs being slightly under 40 pages.
