OpSpec/MSpec/LOA D097, Aging Aircraft Programs

1.    Purpose of This Notice. This notice provides revised guidance for Federal Aviation Administration (FAA) office personnel assigned to certificate holders or program managers conducting aircraft operations under Title 14 of the Code of Federal Regulations (14 CFR) parts 91, 91 subpart K (part 91K), 121, 125 (including A125 Letter of Deviation Authority (LODA) holders), and 129. This notice amends all Operations Specification (OpSpec)/Management Specification (MSpec)/Letter of Authorization (LOA) D097, Aging Aircraft Programs, templates and associated FAA guidance. This is a mandatory change to OpSpec/MSpec/LOA D097.

2.    Audience. The primary audience for this notice is FAA certificate-holding district offices (CHDO), principal maintenance inspectors (PMI), and principal avionics inspectors (PAI) assigned to certificate holders or program managers conducting airplane operations under parts 91, 91K, 121, 125 (including A125 LODA holders), and 129. The secondary audience includes Flight Standards Service (AFS) divisions and branches in the regions and in headquarters (HQ).

4.    Background. The FAA is revising OpSpec/MSpec/LOA D097 templates and associated FAA guidance for standardization purposes, removing language for use of the “Free Text” area and the provision to list source documents. As a result of these changes, issuance of D097 will signify that the FAA has reviewed the operator/certificate holder/program manager’s policy and that procedures have been incorporated into their maintenance and/or inspection programs for compliance with the Aging Aircraft Program rules. Table 1 of D097 will consist of three columns that list:

    The Aging Aircraft Program rules;

    The manual and section where the policy and procedures are located; and

    The date of the manual and section where the current policy and procedures are located for the applicable Aging Aircraft Program.

5.    Guidance to be Revised. This notice announces the revisions to the following OpSpec/MSpec/LOA D097 templates, FAA Order 8900.1 guidance, and advisory circulars (AC):

a.    OpSpec/MSpec/LOA:

    The sample OpSpec D097 template in Appendix A applies to part 121.

    The sample OpSpec D097 template in Appendix B applies to part 125.

    The sample LOA D097 template in Appendix C applies to part 125 (A125 LODA holders).

    The sample OpSpec D097 template in Appendix D applies to part 121/135.

    The sample OpSpec D097 template in Appendix E applies to part 129.

    The sample OpSpec D097 template in Appendix F applies to part 129, 129.14.

    The sample LOA D097 template in Appendix G applies to part 91.

    The sample MSpec MD097 template in Appendix H applies to part 91K.

b.    Order 8900.1:

6.    Action. This is a mandatory change affecting Airworthiness principal inspectors (PI) responsible for issuing and amending OpSpec/MSpec/LOA D097. PIs should provide this notice to their certificate holder(s) or program manager(s). The revision to D097 is mandatory, with a compliance date of 120 days from the template control date.
