Special Pilot-In-Command Qualification Airport List: Updates

1.    Purpose of This Notice. This notice advises all principal operations inspectors (POI) of changes to the Special Pilot-In-Command (PIC) Qualification Airport List.

2.    Audience. The primary audience for this notice is Flight Standards District Office (FSDO) and certificate management office (CMO) POIs. The secondary audience includes Flight Standards branches and divisions in the regions and in headquarters (HQ).

4.    Discussion. The Special PIC Qualification Airport List has been amended as follows:

a.    Additions. No new airports have been added.

b.    Deletions. E.T. Joshua Airport (TVSV) on St. Vincent Island (Lesser Antilles) closed on February 14, 2017, and therefore was removed from the list.

c.    Amendments. The Air Transportation Division (AFS-200) amended the Distinctive Characteristics note for Santo Domingo, Dominican Republic (Las Americas) (MDSD) on the Special PIC Qualification Airport List by changing it to read: “No RADAR environment. Prohibited Area surrounding San Isidro Air Base approximately 3KM Northwest of MDSD.” The spelling of the city name has also been corrected.

Note:  Notices are used to inform POIs of changes to the Special PIC Qualification Airport List. Although notices expire one year from their effective date, the Special PIC Qualification Airport List will remain valid until amended. See subparagraph 5b below for instructions on how to access the Special PIC Qualification Airport List.

5.    Action.

a.    POI Responsibilities. POIs affected by this notice should advise their respective certificate holders that the Special PIC Qualification Airport Listing of MDSD is revised. The certificate holders should also be informed of where the list is maintained.

b.    How to Access the Special PIC Qualification Airport List. The Special PIC Qualification Airport List is maintained in FSIMS and associated with operations specifications (OpSpec) C050 and C067 in the Web-based Operations Safety System (WebOPSS). To access the list in FSIMS:

    Go to http://fsims.avs.faa.gov (internal FAA) or http://fsims.faa.gov (public),

    Click on “Publications,”

    Click on “Operations Safety System (OPSS) Guidance,” and

    Click on “Special Pilot-In-Command Qualification Airports (14 CFR 121.445).”

6.    Disposition. We will not incorporate the information in this notice into FAA Order 8900.1 before this notice expires. Direct questions concerning this notice to AFS-200 at 202-267-8166.
