TSpecs B001, B111, B112, and B113, Core Curriculums; and B002, B121, B122, and B123, Specialty Curriculums

1.    Purpose of This Notice. This notice provides revised guidance to Federal Aviation Administration (FAA) offices and inspectors with oversight of training centers conducting operations under Title 14 of the Code of Federal Regulations (14 CFR) part 142. This notice announces amendments for part 142 Training Specifications (TSpecs) B001, Core Curriculums, and B002, Specialty Curriculums, and introduces the following new TSpec templates:

    B111, Core Curriculums (continued from B001);

    B112, Core Curriculums (continued from B001 and B111);

    B113, Core Curriculums (continued from B001, B111, and B112);

    B121, Specialty Curriculums (continued from B002);

    B122, Specialty Curriculums (continued from B002 and B121); and

    B123, Specialty Curriculums (continued from B002, B121, and B122).

2.    Audience. The primary audience for this notice is Flight Standards office Training Center Program Managers (TCPM), Fleet Training Program Managers (FTPM), and other personnel with oversight responsibility for training centers issued TSpecs under part 142. The secondary audience includes all other Flight Standards divisions, branches, and offices.

4.    Explanation of Policy Changes. TSpecs B001 and B002 are issued to authorize core curriculums and specialty curriculums, respectively, for use in the training center’s program. For some training centers, this can result in a large amount of information being listed in one or both of these TSpecs. This is particularly true where training centers have merged. Issues have been reported regarding TSpecs B001 and B002 that indicate a limitation in the amount of information that can be processed on one TSpec. The Air Transportation Division (AFS‑200) has amended the B001 and B002 templates for part 142 and developed new TSpecs as follows:

a.    TSpecs B001, Core Curriculums, and B002, Specialty Curriculums. Minor editorial changes for clarity.

b.    New TSpecs B111, B112, and B113. TSpecs B111, B112, and B113 have been introduced as continuations of the B001 authorization. To avoid potential processing issues, B001 and each of the three new TSpecs should not exceed 40 pages. The new TSpecs must be used in sequential order. Issue the next sequential TSpec at or before reaching the 40-page limit for the preceding TSpec.

c.    New TSpecs B121, B122, and B123. TSpecs B121, B122, and B123 have been introduced as continuations of the B002 authorization. To avoid potential processing issues, B002 and each of the three new TSpecs should not exceed 40 pages. The new TSpecs must be used in sequential order. Issue the next sequential TSpec at or before reaching the 40-page limit for the preceding TSpec.

5.    Action. This is a mandatory change affecting TCPMs, who are responsible for the issuance, amendment, and oversight of TSpecs for part 142 training centers. TCPMs must review all TSpecs B001 and B002 issued to the training centers for which they have oversight. TSpecs B001 that are incomplete due to the processing limitation described above must be reissued using the revised TSpec B001 in combination with B111, B112, and B113, as necessary, to list all authorized core curriculums. TSpecs B002 that are incomplete due to the processing limitation described above must be reissued using the revised TSpec B002 in combination with B121, B122, and B123, as necessary, to list all authorized specialty curriculums. The reissuance must be accomplished within 90 calendar-days of the effective date of this notice.

Note:  If the training center’s TSpec B001 or TSpec B002 will exceed 40 pages, continue by completing and issuing the applicable TSpec B111 or TSpec B121. If B111 or B121 reaches 40 pages, complete and issue the applicable B112 or B122. If B112 or B122 reaches 40 pages, complete and issue the applicable B113 or B123.
