International Register of Air Operator Certificate Database Project

The 36th Assembly in September 2007 supported the proposal that, contingent upon the availability of funding, ICAO develop an international register of AOCs that provides transparency to Contracting States of the validity and currency of AOCs and the compliance integrity of the relevant oversight authority.

 

On 17 May, 2010, IATA, ICAO and Civil Aviation University of China (CAUC) signed a Letter of Intention for the AOC project at the ICAO headquarters in Montreal.

 

Based on the business rules and the communication with ICAO and IATA, CAUC has developed an AOC prototype system (AOCPS), to help members understand this project.

This User Manual provides an easy-to-follow guide to AOC users. Users can navigate the Table of Contents of a title or click on any item in the Table in order to explore the AOCPS.

1. Introduction

AOC Prototype System (AOCPS) was developed by CAUC with the help of ICAO and IATA. It shows the main functions of the AOC system so as to make the potential users understand the functional requirements of the system.

1.1. Getting Started

Before your getting started, there are some tips for you:

l                IE8 is suggested to run the AOCPS.

l                Some links or buttons are invalid in the AOCPS since it is a demo system.

 

Now, Open the Home webpage in the file, and begin your trial of AOCPS.

1.2. Home

AOCPS has a user-friendly interface. The following screen is the home page. Whenever you see a ‘forefinger’ icon, you can click on it to get more detail information.

Here are related regulations and rules published. Users can choose to download them.

Only the authorized users can log in AOCPS. The following table lists the available usernames and passwords.

Now we take NAA’s login for example:

If you log in AOCPS successfully, the welcome page will turn out.

Note: AOC system requires an interface screen in all ICAO languages, a nd the AOCPS take Chinese tips as an example.

Following is the description of the functions that are accessible via the menu bar.

Return to the Home page.

-                      AOC

Detail Introduction to AOC project.

-                      Resource

Allow users to download related regulations and rules documents. (Please refer to Section 1.2.2 for more details)

-                      Support

Contact information about the developer.

Next, we take NAA and Administrator’s functions for example. Other users’ functions, such as oper, insp, inspspec and icao, are just part of NAA’s.

2               NAA Functions

The following screen shows NAA’s functions:

2.1   My AOC

·                    Click on ‘To validate’ button or the number in red to validate AOCs and Operation Specifications (OSs).

·                    Click on ‘To revalidate’ button or the number in red to revalidate AOCs and OSs.

·                    Click on ‘Manage AOC’ to manage AOCs and OSs.

2.1.1 Validate

AOCs and OSs that have been uploaded but not be validated by NAA are listed in this page.

Click on the icon D:\Program Files (x86)\Axure\jpgs\for ok.jpg to validate AOCs or OSs.

The following screen is the preview of AOC to be validated.

·                    Click on the ‘update’ button to update AOCs or OSs.

·                    Click on the ‘validate’ button, the AOC will take effect and be stored in Database.

·                    Click on the ‘cancel’ button to abandon the operation and return to the ‘validate’ page.

 

 

 

 

 

 

 

 

The following screen is the ‘update’ page:

Click on ‘submit’ button to submit the AOC or OS. Click on ‘Return’ button to abandon this update.

 

2.1.2 Revalidate

The following screen lists the AOCs and OSs that need to be revalidated.

 

Click on the iconD:\Program Files (x86)\Axure\jpgs\for ok.jpg to revalidate one AOC or OS.

Click on the ‘revalidate all’ button to revalidate all of them.

Note: NAA can’t update the AOC or OS in the ‘revalidate’ page.

 

 

 

2.1.3 Manage AOC

The following screen is the ‘Manage AOC’ page.

Users can view, update or download the AOCs or OSs.

 

 

 

 

 

 

 

2.1.3.1  Upload AOCs

Click on the ‘upload AOC(s)’ button to upload AOC.

The following screen is the ‘upload AOC(s)’ page.

l                Choose ‘Start a new upload’ to start uploading a new AOC directly.

l                Choose ‘download templates’ to download templates.

l                Choose ‘Import templates’ to start an initial upload.

l                Choose ‘Upload a previous upload’ to continue uploading the previously saved AOC.

l                Choose ‘Return’ to return to the ‘Manage AOC’ page.

 

 

 

2.1.3.2  Upload Operations Specifications

Click on the ‘upload operations specification(s)’ button to upload an OS.

The following screen is the ‘upload Operations Specifications’ page:

l                Choose ‘Start a new upload’ to start uploading a new OS directly.

l                Choose ‘download templates’ to download templates.

l                Choose ‘Import templates’ to start an initial upload.

l                Choose ‘Upload a previous upload’ to continue uploading the previously saved OS.

l                Choose ‘Return’ to return to the ‘Manage AOC’ page.

 

 

 

2.1.3.3  Search

In order to meet different users’ usage requirements, a powerful search engine is provided in the AOCPS.

-                      Quick Search

Choose Contracting States, Operator and Certificate Status, and click on ‘search’ button.

The following screen shows the search results.

                       Click on the number of an AOC to survey the associated OSs.

                       Click on the icon D:\Program Files (x86)\Axure\jpgs\pdficon.png to download AOC or OS.

                       Click on the icon  to view the history of the AOC.

 

 

-                      Advanced Search

In general, all of the data elements contained for either the AOC or OS could be used as search criteria. And searches may be completed on logically associated data. The following screen is the ‘advance search’ page:

Choose to search in AOCs or OSs.

Choose different search conditions and click on ‘Search’ button.

-                      Select Search Output Fields

The following screen is ‘Select Search Output Fields’ page.

Choose different fields to be output and click on ‘next’ button.

The following screen is the search results:

-                      Search within Results

2.2 My Profile

The following screen is the ‘User Management’ page.

NAA users can choose to add, delete or modify an operator user or an inspector user.

 

 

 

 

 

 

3 Administrative Functions

The following screen is the ‘administrator’ page.

·                    Click on ‘User Management’ to manage users.

·                    Click on ‘Data Backup’ to backup data.

·                    Click on ‘System log’ to check the system log.

 

 

 

 

 

3.1 User Management

The following screen is the ‘User Management’ page.

Administrator users can choose to add, modify, or delete a NAA or ICAO user.

 

 

 

 

 

 

 

3.2 Data Backup

The following screen is the ‘Data Backup’ page.

Users can choose backup path, backup cycle and click on ‘OK’ button to define backup criteria.

Users can also click on ‘backup now’ button to backup data immediately.

 

 

 

 

3.3 System Log

The following screen is the ‘System Log’ page.

Users can check it.
