National Policy

Summary of Change. Volume 3, Chapter 18, Section 5, Part C Operations Specifications—Airplane Terminal Instrument Procedures and Airport Authorizations and Limitations; Volume 4, Chapter 17, Section 1, Safety Assurance System: Evaluating an Application for OpSpec/MSpec/LOA C048, Enhanced Flight Vision System (EFVS) Operations; Volume 4, Chapter 17, Section 2, Safety Assurance System: Instructions to Complete OpSpec/MSpec/LOA C048, Enhanced Flight Vision System (EFVS) Operations, and Volume 12, Chapter 3, Section 5, Part 129 Part C Operations Specifications—Airplane Terminal Instrument Procedures and Airport Authorizations and Limitations.

Explanation of Policy Changes. This change updates guidance to keep pace with developing Enhanced Flight Vision System (EFVS) operational policy involving the authorization of operational credit based on demonstrated performance of an EFVS sensor, to clarify language to address common misunderstandings about EFVS operations, to promote harmonization with international EFVS policies, and to facilitate greater interdependence between numerous branches within the Federal Aviation Administration (FAA) Flight Standards Service and the principal operations inspectors (POI) that issue the authorizations. This change:

A.   Revises: Volume 4, Chapter 17, Section 1, Safety Assurance System: Evaluating an Application for OpSpec/MSpec/LOA C048, Enhanced Flight Vision System (EFVS) Operations (new title).

B.   Creates New: Volume 4, Chapter 17, Section 2, Safety Assurance System: Instructions to Complete OpSpec/MSpec/LOA C048, Enhanced Flight Vision System (EFVS) Operations.

C.   Incorporates New Information Into:

    Volume 3, Chapter 18, Section 5, Part C Operations Specifications—Airplane Terminal Instrument Procedures and Airport Authorizations and Limitations; and

    Volume 12, Chapter 3, Section 5, Part 129 Part C Operations Specifications—Airplane Terminal Instrument Procedures and Airport Authorizations and Limitations.
