National Policy

Effective Date: 3/2/21

Summary of Change. Volume 2, Chapter 3, Section 1, Safety Assurance System: General Information and Phase 1—Preapplication Phase; Volume 2, Chapter 3, Section 2, Safety Assurance System: Phase 2—Formal Application; Volume 2, Chapter 3, Section 3, Safety Assurance System: Phase 3—Design Assessment; Volume 2, Chapter 3, Section 4, Safety Assurance System: Phase 4—Performance Assessment; and Volume 2, Chapter 3, Section 5, Safety Assurance System: Phase 5—Administrative Functions.

Explanation of Policy Changes. This change will ensure the standardization of the initial certification process for applicants seeking an Air Carrier Certificate for operations under Title 14 of the Code of Federal Regulations (14 CFR) part 121. Additionally, it will provide relief to those Office of Air Carrier Safety Assurance (ACSA) offices that currently have the responsibility to initiate and conduct these initial certifications. This change revises Volume 2, Chapter 3:

    Section 1, Safety Assurance System: General Information and Phase 1—Preapplication Phase;

    Section 2, Safety Assurance System: Phase 2—Formal Application (new title);

    Section 3, Safety Assurance System: Phase 3—Design Assessment;

    Section 4, Safety Assurance System: Phase 4—Performance Assessment; and

    Section 5, Safety Assurance System: Phase 5—Administrative Functions.
