Comments:

The purpose of this ODA evaluation panel JTA is to establish responsibilities and functions of the Aircraft Evaluation Division (AED) airworthiness inspector for participating in the evaluation of a new applicant for ODA and review the applicants ODA procedures manual. The evaluation panel may result in a new ODA being issued and an Organizational Management Team (OMT) established or may result in the denial of the ODA request.

TASK DESCRIPTION:

Serve on an Organization Designation Authorization (ODA) evaluation panel.

 

SUBTASK 1:

Evaluation panel notification.

Objective/Skill:

Performance:

AED receives notification from the Aircraft Certification Office (ACO) of an ODA application that results in the creation of an evaluation panel. The responsible AED is determined based on the requested ODA authority. The responsible AED assigns AED inspector(s) to serve on the evaluation panel. If the contacted AED office involvement is not appropriate to AED assignment responsibilities, then forward notification to the appropriate AED.

SUBTASK 2:

Create AED office project record.

Objective/Skill:

SUBTASK 3:

Prepare for evaluation panel.

1.   Obtain ODA application information from evaluation panel team lead and review Order 8100.15 for procedures and requirements applicable to ODA application.

ELEMENT 3.1:

Review AIR-600 additional guidance.

Query and review any AIR-600 guidance and if AIR‑600 will provide direct participation guidance at AIR‑600 discretion.

Determination of additional recent guidance affecting AED involvement and responsibilities.

SUBTASK 4:

Conduct application evaluation panel.

Participate in evaluation panel proceedings and contribute to creating and maintain evaluation panel documentation.

ELEMENT 4.2:

Conduct interviews.

Conduct evaluation panel interviews of ODA personnel to determine if ODA applicant has adequate experience and knowledge to coordinate with the AED for all AED certification functions.

At ODA facility or designated meeting location.

Standards:

Determine if ODA has expertise to coordinate AED responsibilities identified in FAA Orders 8110.4 and 8100.15.

ELEMENT 4.3:

Conduct site visits.

Participate in ODA applicant facility visits, if necessary, to determine if the ODA applicant has adequate resources to coordinate the AED responsibilities in certification projects.

ELEMENT 4.4:

Review procedures manual.

Review ODA applicants manual to ensure adequate procedures exist to ensure AED notification of certification projects and adequate procedures for coordination of AED functions. Identify ODA manual deficiencies and incorporate comments into evaluation panel documentation through the evaluation panel team lead.

Identification and correction of ODA manual deficiencies regarding coordination of AED functions for certification projects IAW FAA Order 8100.15.

SUBTASK 5:

ELEMENT 5.1:

Attend out-briefing.

Attend ODA evaluation panel closeout meetings and/or ODA appointment meeting to communicate AED concurrence or deficiencies to applicant and to evaluation panel team lead.

Evaluation panel meeting locations or ODA facility, evaluation panel documentation procedures and AED office correspondence procedures.
