TASK DESCRIPTION:

 

Determine that the applicant for Chief Pilot meets the requirements of the Federal Aviation Regulations and FAA policies including System Safety Attributes when applicable.  Properly document and approve the applicant for the position of Chief Pilot.

 

SUBTASK 1:

 

Evaluate the applicant’s qualifications.

ELEMENT 1.1:

 

Evaluate the applicant’s resume.

Objective / Skill:

Performance: 

Review the applicant’s resume and conduct background check.

Conditions:

·      Using ATOS DCT SAI 7.1.5 (See Note Below)

·      Applicant’s resume and any other requested information.

Standards:

·        Understand the Regulatory Requirements and Policy contained in SAI 7.1.5.

·        Know how to document deficiencies IAW guidance in FAA Order 8900.1, Vol. 2, Chap. 3, Sec. 2.

Knowledge:            

·        Understand the Regulatory Requirements and Policy contained in SAI 7.1.5, Sec. 1 - Procedures Attribute.

·        Understand the Guidance and Policy contained in FAA Order 8900.1, Vol. 3, Chap. 18, Sec. 3.

·        Understand the Regulatory Requirements contained in 14 CFR section 119.67.

·        Understand AC 120-49.

 

NOTE:  Job Task Item (JTI) – A specific item against which to check the design or performance of a Certificate Holder’s Program.   JTIs are provided to assist you with the evaluation of the Chief Pilot, and are located in the Data Collection Tools (DCT).

 


ELEMENT 1.2:

 

Determine the measure of experience as well as the demonstrated capabilities to effectively execute the responsibilities of Chief Pilot.

Objective / Skill:

Performance: 

Conduct a formal interview.

Conditions:

·      Established questions to ask IAW the CPD.

·      Established questions to evaluate 14 CFR Part 119 requirements.

Standards:

IAW the Certificate Holder’s manual and FAA regulatory and policy guidance.

Knowledge:

·        Understand the Regulatory Requirements and Policy contained in SAI 7.1.5.

·        Know how to document deficiencies IAW guidance in FAA Order 8900.1, Vol. 2, Chap. 3, Sec. 2.

 

 



SUBTASK 2:

 

Determine that the Certificate Holder’s manual contains the Controls, Process Measurements, Interfaces, and Management Responsibility and Authority Attributes.

ELEMENT 2.1:

 

Review the Certificate Holder’s manual to determine that the Controls, Process Measurements, Interfaces, and Management Responsibility and Authority Attributes have been incorporated into their manual(s).

Objective / Skill:

Performance: 

Review the Certificate Holder’s manual for controls required in SAI 7.1.5, Sections 2, Sec. 3, Sec. 4, and Sec. 5.

Conditions:

Using ATOS DCT SAI 7.1.5

Standards:

IAW SAI 7.1.5, Sections 2, Sec. 3, Sec. 4, and Sec. 5.

Knowledge:

·        Know how to apply the Attributes in SAI 7.1.5.

·        Understand the Guidance and Policy contained in FAA Order 8900.1, Vol. 10.

ELEMENT 2.2:

 

Ensure identified deficiencies are corrected.

Objective / Skill:

Performance: 

Notify Certificate Holder of deficiencies requiring correction. 

Conditions:

The list of deficiencies.

Standards:

Corrections must meet System Safety Controls Attribute and FAA Order 8900.1, Vol. 10.

Knowledge:

·        Know how to document deficiencies IAW guidance in FAA Order 8900.1, Vol. 10.

·        Understand the Guidance and Policy contained in SAI 7.1.5.

SUBTASK 3:

 

If background evaluation and qualifications are satisfactory, approve the Chief Pilot.

Completed documentation.

Standards:

Complied with regulatory and policy guidance for authorization of a Chief Pilot.
