Description

Evaluation, authorization, or remediation of an instrument procedure and associated infrastructure in a foreign country.

The purpose of this process is to provide operational system safety oversight and analysis by reviewing requests for the use of category (CAT) II/III and area required navigation performance (RNP) authorization required (AR) instrument procedures and associated infrastructure by U.S. operators in foreign countries in accordance with FAA Order 8260.31, Foreign Terminal Instrument Procedures (FTIP) and AC 120‑105, Foreign Terminal Instrument Procedures (FTIP) Acceptance/Review. Upon request other foreign instrument procedures may be reviewed.

Process Overview

Tasks

The Aviation Safety Inspector (ASI) and Terminal Instrument Procedures (TERPS) Specialist in Flight Procedures and Airspace Group will perform these tasks.

5.6.1. Review operator request for use of a category (CAT) II/III Instrument Landing System (ILS) or RNP AR FTIP or investigate a user concern regarding other FTIPs to include data from foreign Civil Aviation Authority (CAA).

5.6.2. Evaluate data and obtain Aeronautical Information Publication (AIP) to determine if the procedures and infrastructure are equivalent to appropriate standards. Review source documents as compared to desired charts to be used by requestor.

5.6.3. Update WebOPSS with new FTIP selection, updates public website approval list, and sends CAT II/III subscribers a broadcast e-mail notification that the Flight Procedures and Airspace Groupís website and operation specifications (OpSpecs) have been updated.

Task 5.6.1: Review Operator Request for Use of a Category (CAT) II/III ILS or RNP AR FTIP or Investigate a User Concern Regarding Other FTIPs to Include Data from Foreign Civil Aviation Authority (CAA)

Purpose

The purpose of this task is to review the request to use a CAT II/III ILS or RNP AR FTIP or coordinate remediation of a user concern on other FTIPs. The review is used to determine scope of the operation.

Input

Principal Inspector (PI) forwards request with supporting documentation in WebOPSS or a user concern is received.

Output

Completed evaluation of adherence to appropriate standards and criteria transmitted to WebOPSS, public website approval list, and e-mail notification sent to subscribers.
