1 Ensure an understanding of the purpose, scope, and terminology involving an MEL/CDL.
2 Ensure an understanding of Flight Standards office responsibilities involving an MEL/CDL.
3 Ensure an understanding of the history, role and airplane development of a CDL.
4 Ensure an understanding of the background 14 CFR
part 125 operator regulatory and operations specification (OpSpec) requirements concerning an MEL.
5 Ensure an understanding of an MMEL.
6 Ensure an understanding of an MEL.
7 Ensure an understanding of a fleet MEL.
8 Receive a 14 CFR
part 125 operator/applicant's MEL/CDL.
8.1. Open the appropriate Activity Recording (AR) in SAS.

9 Evaluate the MEL/CDL.
Applicable FAA-approved AFM
9.1. Operator request for revision to CDL.
9.2. MEL format requirements.

10 Ensure an MEL applicant has developed and included an MEL management program in a document or manual.
10.1. Verify MEL management program addresses continuing authorization-single extension.
11 Ensure consolidation of findings and appropriate corrective action.
12 Approve the MEL and issue OpSpec D095.
13 Retain copy of each current MEL/CDL.
